1980s. Geraldo Rivera reporting for ABC news on the epidemic of people going snow-blind amid a poor legal response.

“Now mostly the street stuff you see around, is brought in by these Colombian gangs…They will cut it with another substance, and instead of one ounce worth $2,000 they’ll have 2 ounces worth $1,500…”

After a few minutes interviewing a drug dealer about the industry, we move on to legal officials, seizures being made, and finally a judge claiming the laws against cocaine are unconstitutional. The government is far from a unified response.
